The Annual Meeting will feature the international programs focusing on current issues surrounding the civil engineering profession. International Roundtable Meeting

Topic Sustainable Infrastructure Development and Operation Now and for the Future

Objectives

Developing infrastructures is to supply the public a more safer, secure, convenient and comfortable society to live in. In Japan, the government has developed the society through developing the infrastructure. The further the infrastructure has been improving, the less the public has become interested in the former. During the 1990s, the nation was crippled by economic stagnation, since then the government has refrained from extensive investments in developing the infrastructure.

The infrastructure is a valuable asset in the society, which underlies the welfare of the public. But for proper operation and maintenance, the infrastructure would inevitably become obsolete and worthless debris, and then would not be able to function as it used to. To prevent it from tumbling down, we civil engineers should voice concerns about its future state, and take actions to make the government resume sufficient investments in the existing infrastructure to enable to retain and improve the performance.

Given this in mind, JSCE has determined to undertake infrastructure assessments from a scientific and engineering point of view and to publish the results so as to raise public awareness of the infrastructure conditions and issues which are emerging in the society. Through these actions, we will emphasize on the needs of proper infrastructure operation, maintenance and replacement.

In this year's Roundtable Meeting, a discussion will be focused on sustainable infrastructure development, operation and maintenance for now and future. Through exchanging views and opinions with each other, our international delegates will identify the issues and decisions which are facing each country and acquire the solutions.

Panel Discussion

Topic International Cooperation in the Civil Engineering Field

Objectives

Nowadays the concept of globalization is widely understood, international cooperation has been practiced in various spheres more than ever. In the civil engineering sphere, international cooperation has implemented in bi-lateral, intra-regional and multi-lateral frameworks: Asian Civil Engineering Coordinating Council (ACECC), World Federation of Engineering Organization (WFEO) and World Council of Civil Engineers (WCCE) are some examples. Furthermore, that cooperation is built in several levels of body, between nations, engineering societies, private sectors and others.

While partnerships are made in the civil engineering field beyond everyday somewhere in the world, several challenges are emerging: how to establish international harmonization of civil engineering guidelines and standard specifications, how to acquire international recognition for local engineer qualification systems and how to achieve more effective measures against global warming effects.

In other words, mutual cooperation should be built and promoted between civil engineers beyond borders and regions without any constraints. Through the cooperation the engineers would be able to share knowledge, experiences and technologies and further localize the acquired information to respond to the needs of the natural and social environments of their countries more effectively and efficiently.

In this year's Panel Discussion, guest panelists will introduce examples of the international cooperation activities which have been carried out at the initiatives of their countries, key strategies and issues, and will exchange with each other's views on future international cooperation to be and civil engineers' contribution to the enhancement of society. The panelists would be encouraged to include their candid opinions and suggestions as to the JSCE's performance and contribution to international cooperation.
