Feature article 1 : From Reconstruction to Creation, Revitalizing Regional Areas with the Power of Civil Engineering

Due to the Great East Japan Earthquake that occurred in 2011 and the unexpected disasters caused by Guerilla heavy rains in recent years, people widely think that Civil Engineering technology has its limitation to control damage due to natural disasters. However, it is also true that the role of Civil Engineering is significant in restoration and reconstruction from disasters. In addition, it is required that Civil Engineering should play an important role in response to not only changes to the natural environment such as climate change, but also changes to the social environment such as rapidly dwindling birth rate, aging population, and declining population. The annual meeting of the Japan Society of Civil Engineers this year, with the theme “From Reconstruction to Creation, Revitalizing Regional Areas with the Power of Civil Engineering” will be held in Sendai. This special issue introduces in three parts the efforts which are undertaken by the Japan Society of Civil Engineers and regional communities that flexibly respond to changes to the social environment and natural environment described above, and explore new insights and values aiming at regional vitalization from reconstruction.
