Feature Articles : Challenges to "Unexpectedness" -Five years after the Great East Japan Earthquake, Towards a safe and secure national land-

The Great East Japan Earthquake that occurred at 2:46 PM on March 11, 2011 caused unimaginable damage to the entire Eastern part of Japan, and resulted in the loss of many precious lives. It showed the vulnerability of the national land to an unprecedented disaster, which caused unexpected damages. Five years after the disaster, the recovery phase has been completed, and reconstruction projects are ongoing. Facing this unexpected disaster, a number of civil engineers have been involved starting from the initial activities and then with the recovery and reconstruction projects, and various technical skills have been utilized in a flexible manner. This special issue focuses on the challenges of civil engineers tackling this “unexpectedness”. The first article is an interview with the leaders who exerted themselves at the forefront of the “unexpectedness”. It talks about how they coped with “unexpectedness”, and what kinds of challenges they have taken to overcome it. The following articles introduce the activities of the Great East Japan Earthquake related committees of JSCE (Japan Society of Civil Engineers), as well as the challenges they have faced and will be facing in the future.
