Objectives
Many countries have their own goals of infrastructure development, and they vary their needs for that development accordingly. In the meantime, they acknowledge that a healthy infrastructure is the wheel of social and economic development and essential for the realization of a sustainable society.

In Japan, there are many civil engineering infrastructures which were built during the high economic growth period in the 1960s. It has been some decades since then, and the 1960fs structures are aging, failing, and in desperate need of rehabilitation, reconstruction, and service life extension. It is imperative to apply necessary and appropriate treatments to the civil engineering infrastructures in a timely manner to improve their performances, to strengthen their functions to adapt to climate change, to mitigate the impact of natural hazards, and to maintain economic growth and international competitiveness.

There is a looming crisis of aging infrastructures; nevertheless, public investment in infrastructure will be slashed, and the country will likely stumble into ruins like America experienced in the 1980s.

Repairing and upgrading the aging infrastructures are necessary responses to the citizens who are seeking a safe and comfortable environment. By practicing that, civil engineers help the society at@any stage of development to become a sustainable society and build the environment in which its citizens enjoy their daily lives without worries about the risks posed by deteriorating infrastructures. The term "compliance", the act of adhering to regulations or standards, is used by some legal experts in a broader sense to describe an act of responding to social needs. The "compliance" in terms of civil engineering is providing the citizens the well-developed, -maintained, and -managed infrastructures which will serve for an extended period of time to respond to the needs of the citizens using the infrastructures. To ensure the compliance, civil engineers have to recognize the maturity level of society and identify what the society seeks for and consider how they should do and will be satisfying the society's needs.

In this year's Roundtable Meeting, participants will be exploring what infrastructure development should be in the context of each society and how the civil engineers should contribute to that ensuring the compliance with social needs for a sustainable future.
